Integration of Ukrainian higher education into the european educational area: process model and results obtained

Abstract

The article examines the process of integration of Ukrainian higher education into the European Higher Education Area during the implementation of the provisions of the Law of Ukraine "On Higher Education" in accordance with the Association Agreement between Ukraine and the European Union and the Strategy for the Development of Higher Education in Ukraine for 2022-2032, which are defined and established a course for convergence in the field of higher education within the framework of the Bologna process through improving the quality and increasing the importance of higher education in social processes; harmonization of higher education systems; deepening of cooperation between higher education institutions of both sides; expanding the autonomy of universities; activation of academic mobility and growth of its effectiveness.

In the process of research:

- a model of the integration of higher education of Ukraine into the European Higher Education Area was proposed and the mechanisms of its implementation were investigated;

- the completeness of the adopted decisions and implemented measures regarding the development of the domestic system of higher education, the modernization of the structure of higher education and the national framework of qualifications, the implementation of modern standards and educational programs, the principles and mechanisms of their development and implementation were studied and evaluated from the standpoint of European integration;

- the role of the National Agency for Quality Assurance of Higher Education as a key link of the completed quality system was analyzed, its integration into the European quality system and compliance with European approaches and criteria were assessed;

- the participation of Ukrainian universities in European mobility programs was investigated. It has been established that these processes are carried out according to European practices, are consistent with the goals set by the Strategy for the Development of Higher Education in Ukraine for 2022-2032, and are significant steps towards improving the quality of domestic higher education on its way to the European Higher Education Area;

- it was established that certain components of the European integration process are still in the process of implementation. The restraining factors are the complex and long-term process of Ukraine's entry into the EU and the military actions provoked by the Russian Federation on the territory of Ukraine;

- it was emphasized that significant efforts will be required to rebuild Ukraine in the post-war period as a whole, to restore and develop higher education, in particular, in connection with the losses incurred as a result of the aggression of the Russian Federation. It will be necessary to make new decisions and implement urgent practical measures at the state, regional and institutional levels.
