Abstract

Democratic processes in Ukraine and its aspirations for membership in the European Union and world community stimulate the processes of decentralization and power delegation to local communities. Transition from centralized power to decentralized one causes certain problems in the aspect of organizing education management in territorial communities and administrative districts in the new environment. It is a complex and multi-level process requiring legal, administrative and financial support. At the same time, it is necessary to preserve and improve the quality and accessibility of educational services provided to the population. This process has started and continues worldwide. The notion of decentralization as well as its tasks are revealed in the article. Implementation of market education and improving its quality are among the main decentralization goals. The need for the effective education system as the one ensuring the general well-being of the society and its sustainable development is grounded. Based on the analysis of the pros and cons of decentralization in education, the authors concluded some aspects of its appropriateness as the one taking into account the local needs and problems. The purpose of our article is to provide an analytical overview of the decentralization of education in the world. Article‟s objectives are to determine the conditions for the decentralization of education, its main goals, and principles. The methodological background is the analysis of scientific works of foreigners who investigated patterns and problems of power transfer from central authorities to local governments in the field of education and preservation of local culture. The result of the study is to outline the main steps to be taken in the process of management of education decentralization. The training of teachers in different communities in one country (provinces of Canada) is of particular authors‟ interest. On the one hand, teachers must ensure high quality and a single standard of education; on the other hand, they are supposed to preserve the cultural and national values of a particular district. Given the high relevance of research for Ukraine, it is necessary to continue studying this process in different countries and regions based on the analysis of other countries‟ experiences. This is a good foundation for Ukraine to create its own national algorithm for education management under decentralized conditions.
