Creation of a management model of the scientific and educational environment in the institution of applied pre-higher education

The article considers the created management model of the scientific and educational environment as a method of obtaining knowledge and problem solver of specialists’ training, as well as the support of personality occupational success and self-realization of teachers and higher education seekers, which reflects the essence of innovation processes in the institutions of applied pre-higher education. The model under investigation allows to make the most competent managerial decisions and to control activity on improvement of educational process. The management model of the scientific and educational environment as a part of internal quality assurance system of education in the institutions of applied pre-higher education is analysed, including in particular its components: creation of conditions of model functioning, scientific activity of teachers and research activity of higher education seekers, maintenance of principles of academic integrity, professional development of teachers, quality monitoring of learning services delivery, formation of self-analysis of educational institutions activities, and making appropriate management decisions. The experience of the realization of components of the management model of the scientific and educational environment of the Zhytomyr Basic Applied College of Pharmacy of the Zhytomyr Regional Council is shown. It was found out that the management model of the scientific and educational environment in the institution of applied pre-higher education is based on the integration and polyvector nature of its components and is characterized by an indicator of the scientific and educational achievements of participants in the educational process. It is emphasized that the purpose of implementation of the model under discussion is the quality of learning services delivery in accordance with educational innovation strategies and practices. When creating the management model of the scientific and educational environment in the institution of applied pre-higher education, the following issues were observed: the processes of innovative transformations in education; creation of the controllable model; the model gives an idea of the general vector orientation of the innovative development of the educational institution as a whole and each participant of the educational process separately; the effectiveness of model implementation forms the conditions within which the professional competence of teachers and the quality of professional training of students increases. The proposed outcome of creating the innovative management model of the scientific and educational environment in the institution of applied pre-higher education is its effective functioning, which realizes the main goal – the quality of learning services delivery, and which is possible through effective interaction of all components of management model of scientific and educational environment.
