УДК 351.746:355.477 Psychological and pedagogical aspect of training of civil protection specialists in higher education institutions with specific learning conditions.

The theory and practice of training specialists in higher education institutions with specific learning conditions at the present stage of Ukraine's development have been tasked with modernizing the civil defense system. The purpose of the article is to consider the definitions of specialist training, higher education institutions with specific learning conditions, psychological and pedagogical aspect and other concepts that make up the conceptual and categorical apparatus of the study. The systematization of psychological and pedagogical views of teacher educators shows that the problem of professional training of civil defense officers is a complex multifaceted system based on a number of principles, in particular, continuity of education, integrativeness, fundamentalization, humanization, autonomy, which enables the trainee specialty, using independent creative activity. In today's highly dynamic, contradictory social environment, there is a need to move to a new model of specialist training in higher education institutions with specific learning conditions. This means, first, that higher education institutions are obliged to prepare the specialist for an active life and successful communication. Second, to consider the change in personal values, ideals, and often the purpose of professional training of the applicant. Third, it is necessary to develop the creative potential of the applicant.
To solve the tasks set out in the article, we used a set of interrelated research methods, including historical-systemic, search-bibliographic, comparative, objective-targeted and their synthesis. The conducted research proves that the training of specialists in higher education institutions with specific conditions of education of the Ministry of Internal Affairs of Ukraine for professional activity should be based on the principles of advanced education. It is proposed to further develop recommendations for the system of self-education and distance learning of future civil protection officers.
